Huawei AI infrastructure advancements were presented alongside new enterprise platforms and partner support systems to assist regional organizations in moving from testing to production deployments. Announced at Huawei Connect 2026 in Shanghai, the releases combine cloud computing services with the new SCALE support framework for enterprise adoption.
The expansion addresses regional requirements for local delivery and computing capacity as Middle East enterprises accelerate investments in artificial intelligence. Huawei Cloud introduced its latest AI Cluster Service (AICS), the Agentic Model as a Service (MaaS) platform, the AgentArts agent platform, and the Industry AI Foundry.

Upgraded Huawei AI infrastructure and Cloud Platforms
The underlying Agentic Infra framework operates around efficient tokens, unified scheduling, enhanced memory, and secure autonomy. According to Dr. Peter Zhou, Director of the Board at Huawei and CEO of Huawei Cloud, this architecture has served more than 3,500 customers.
“In the agentic era, infrastructure no longer simply exists to provide compute.”

The latest AICS provides 20% higher token throughput than prior compute offerings and will become commercially available outside China on November 30. Meanwhile, the AgentArts enterprise agent platform currently serves over 100 organizations and is scheduled for international availability on December 30.
Industry AI Foundry Expansion
The Industry AI Foundry consolidates models, operational data, and agents to convert project experience into standardized tools. It has accumulated more than 1,000 industry assets and supported over 1,000 deployments in sectors such as finance, manufacturing, healthcare, and scientific research. Huawei added Smart Government and AI Hardware zones to support public sector implementation.

SCALE Partner Support Framework
To support deployment across regional markets, Huawei introduced SCALE, an operational support system for commercial partners. The system focuses on five specific areas: Scenario-based Solutions, Co-innovation, Aligned Marketing, Local Services with Consistent Quality, and Efficient Collaboration. This initiative works in tandem with modern telecommunications and network infrastructure.
Leo Chen, Senior Vice President and President of Enterprise Sales at Huawei, noted that the model combines technical products with industry expertise. Partners have developed over 100 scenario-based solutions across eight industries, supported by more than 130 verification showcases globally. The vendor supplies hardware components across compute, storage, and cybersecurity functions to assist regional organizations navigating local regulatory requirements.
Regional Enterprise Implementation Outlook
As digital transformation initiatives advance across Middle Eastern markets, the combination of partner enablement and dedicated Huawei AI infrastructure aims to reduce operational friction. Regional entities are increasingly deploying automated agents within core economic sectors, transitioning from preliminary trials to active production environments in the broader digital economy.
