The UAE Cyber Security Council and SCC Middle East have announced plans to develop a new Cyber Resilience Centre in the United Arab Emirates. Revealed during AI Everything Abu Dhabi, the facility aims to serve domestic, regional, and international markets by testing new solutions.

The joint initiative provides a secure testing environment for government bodies, private enterprises, and technology specialists. Consequently, participants can explore emerging tools and deploy operational solutions across critical sectors.

Three Strategic Phases for the Cyber Resilience Centre

The deployment strategy follows three distinct phases designed to address capacity building and commercialization. Specifically, the first phase focuses on executive education, practical laboratories, and technical development across cloud systems, data platforms, and cybersecurity infrastructure.

Furthermore, the second phase establishes an incubator to validate technologies developed locally against practical security requirements. In the third phase, the Cyber Resilience Centre connects selected technologies with international commercial opportunities to expand their market reach.

Leadership Perspectives on Digital Security

Dr. Mohamed Al Kuwaiti, Head of Cyber Security for the UAE Government, noted the strategic value of public and private sector cooperation.

“The UAE has set ambitious goals around artificial intelligence, cybersecurity and the development of a secure and resilient digital economy. The Centre of Excellence will create an environment for government, industry and technology partners to turn that ambition into practical capability.”

Daniel Valle, Chief Executive Officer of SCC Middle East, stated that the organization focuses on addressing real operational problems rather than creating a product showroom.

“There is no shortage of technology available today. The harder question is how you bring the right technologies together, prove they work for the environment you are putting them into and then turn that into a real outcome.”

Integration of Emerging Technologies

Under the agreement, both entities will lead project integration and resource allocation for each programme. In addition, the initiative aligns with wider regional investments in artificial intelligence and education and training.

Meanwhile, the project aims to help technical teams move from basic experimentation to scalable execution. By verifying local innovations, the Cyber Resilience Centre supports broader economic resilience and technology adoption across regional institutions.

Institutional Background and Operations

Established in November 2020 by the UAE Cabinet, the UAE Cyber Security Council develops national security strategies and regulatory frameworks. The council oversees cyber diplomacy, public awareness campaigns, and capability building initiatives to protect digital assets across the country.

Similarly, SCC Middle East operates from the UAE to design and operate infrastructure, data systems, and cloud environments for regional clients. The collaborative effort will coordinate technical teams to deliver practical tools for the digital economy.
